with the ja-element, sometimes underdotted.

the Dogri (fourth element) renders za here,
which pronunciation is sometimes indicated formally by underdotting. We cannot tell if the
notable blemish slightly to the right of the element in question and buried in the
inner circular rings was intended to represent that diacritic.
